After a long negotiation, the deal that would have brought Tom Cleverley to Everton on loan has fallen through. According to Simon Stone, the Toffees wouldn't agree to match the fee that United and Aston Villa had agreed to earlier in the day.
Everton never requested to take Tom Cleverley on loan. Just weren't willing to match fee Utd had agreed with Aston Villa.

Cleverley had been linked to Everton, as well as Aston Villa and Hull City, but it looks like he will be staying in Manchester. United had agreed to sell the midfielder to Villa earlier Monday but he refused to agree to personal terms with the Villains, and the deal fell through.
It now appears more and more likely that Everton won't be making any signings today.
